Movies DVDs Videos

How come DVDs cant all be region free, Why do they have to be seperated into different regions?

I have seen DVDs that are region free and to me they are as good quality than the DVDs that have regions to them.

1. Region is dictated by the movie studios. For example, they may want to delay introducing a movie in Europe, compared to the US or vice versa. It allows them to charge differently each region as well. (For example, they may charge India far less than the US, but they don't want India DVDs to flood the US market.)
